Che stabilisce il ragguaglio del prezzo dei francobolli attualmente in uso nelle Romagne (cioè i francobolli Pontifici), in ragione di 5 centesimi di lira italiana per ogni bajocco, mentre il francobollo da mezzo bajocco scambiato con 2 centesimi (cm. 57x39). Importante documento risorgimentale in vigore dal 1° novembre seguente.
