Seguendo l'esempio di Ancona che divenne porto franco per volontà di Clemente XII e da questo provvedimento trasse enormi benefici economici e commerciali, papa Benedetto XIV decretò gli stessi privilegi anche per la città di Civitavecchia. Questa misura ravvivò l'attività commerciale dell'insediamento e lo proiettò in una nuova fase di benessere.
