Nell'estate 1823 un rovinoso incendio distrusse la chiesa di San Paolo fuori le mura escludendola di fatto dalla possibilità di ospitare i pellegrini nell'Anno Santo del 1825. In sostituzione alla basilica paolina venne scelta Santa Maria in Trastevere che già aveva ricoperto funzioni giubilari in passato.
