Il 24 agosto 1824 venne fondata per volontà pontificia una Congregazione che si occupasse della riforma degli studi nello Stato della Chiesa. Essa era composta non solo da cardinali e religiosi, ma anche da eminenti laici. Sebbene avanzò alcune proposte di respiro contemporaneo, la Congregazione si dimostrò tuttavia eccessivamente ancorata alla rigida dottrina dogmatica opponendo uno strenuo rifiuto alla modernità nell'insegnamento e nell'istruzione.
