Questa medaglia si riferisce alla costituzione del nuovo assetto dato al sistema monetario per volontà di Pio VII. Il pontefice infatti aveva ereditato uno Stato in gravissime difficoltà economiche, ma attraverso una politica di riorganizzazione attenta e ponderata riuscì a provvedere con successo al riassetto delle finanze statali.
